Green Public Procurement: CO2alition’s Advocacy Effort

Summary
Ahead of the publication of the draft Public Procurement Act, expected on September 9, the Advocacy & Stewardship Working Group of CO2alizione, together with its technical partners ECCO Climate, Aura Legal, and B Lab Italia, has launched a joint initiative on the topic of Green Public Procurement (GPP).
The goal is to influence European decision-making so that procurement mechanisms recognize and reward companies that invest in decarbonization and in environmental and social sustainability.
Requests to European Decision-Makers
In the joint letter addressed to the European Commission (DG-GROW and DG-ENV), three key demands were highlighted:
- Moving beyond the lowest price: shifting toward the “best value for money” criterion, with mandatory minimum standards and incentive-based criteria.
- Adopt a common methodology: align with existing European frameworks (EU ETS, CBAM, Taxonomy, CSRD) to prevent the proliferation of parallel standards.
- Prioritize social sustainability: ensure due diligence throughout the entire supply chain and combat social dumping.
Next steps
On August 18, the letter was officially sent to the European Commission to ensure our requests are received before the final draft is completed. The signature drive will continue even after this date: the letter will remain a tool for engagement to make our voice heard in the negotiations set to begin in September and beyond.
